Mainstreaming Politics - Gendering Practices and Feminist Theory
Carol Bacchi and Joan Eveline, University of Adelaide Press 2010, Australia: This book offers an innovative rethinking of policy approaches to ‘gender equality’ and of the process of social change. A particular focus is gender mainstreaming, a relatively recent development in equality policy in many industrialised and some industrialising countries, as well as in large international organisations such as the World Bank, the International Monetary Fund and the International Labour Organization. The book draws upon poststructuralist organisation and policy theory to argue that it is impossible to ‘script’ reform initiatives such as gender mainstreaming. As an alternative it recommends thinking about such policy developments as fields of contestation, shaped by on-the-ground political deliberations and practices, including the discursive practices that produce specific ways of understanding the ‘problem’ of ‘gender inequality’. Bacchi and Eveline are internationally recognised theorists in the field of equality politics.

Country Focus: Rwanda
Siyanda: During the Rwandan genocide many men were killed, leaving a predominantly female population. Widespread sexual violence, directed predominantly against Tutsi women, also occurred in every corner of the country. Rwanda now though has the highest percentage in the world of women in government at 45%. Despite this progress gender inequalities and stereotypes around gender roles still live. What are the main gender issues Rwanda is facing? And how are institutions addressing them?

Women’s rights in the Middle East and North Africa 2010 - What progress has been made in improving the status of women in the Middle East and North Africa?
S. Kelly & J. Breslin, Freedom House, 2010: This paper summarizes the main findings of the 2010 edition of Women’s Rights in the Middle East and North Africa (MENA). The country reports detail how women continue to face systematic discrimination in both laws and social customs. They are significantly underrepresented in politics and the private sector, and completely absent from the judiciary. They face gender-based discrimination in personal-status laws, which regulate marriage, divorce, child guardianship, inheritance, and gender based violence remains a significant problem. The paper also highlights the progress that has been made in improving the status of women since 2005 and identifies obstacles in improving the status of women in the MENA region.

"Now, The World Is Without Me" An investigation of sexual violence in Eastern Democratic Republic of Congo
Oxfam Research Reports, 2010: Research on sexual violence in DRC is extremely challenging. Sexual violence is deeply stigmatized in Congolese culture and many of those affected live in remote or insecure regions. Thus, rigorous data are lacking and many important questions remain unanswered. The report presents a retrospective cohort study of sexual violence survivors presenting to Panzi Hospital, with a specific aim of answering the following outstanding questions: When, where and how are women being attacked and what makes them vulnerable to sexual violence? How has the rape epidemic in South Kivu evolved over the last five years?
